Upon completion of a PCT (4 weeks), how long should one wait before starting another cycle (specifically Finaflex)?
Any other suggestions?

Minimum 4 weeks, but I would wait 8 weeks.

Give your body time to rest and let all the functions return to normal.

During your PCT, since you did a SERM, you completely shut down your Estrogen production, which is still pretty vital, so you need to allow that to go back to normal, which can take 2~4 weeks, but I would err on the side of caution and give it 8 weeks just to be safe.

Time off should = Time on cycle+PCT.

Never rush to get back on a cycle. I really wouldn't recommend more than 2 cycles a year.
